Some individuals will charge very low amounts because they are either willing to work for amounts that they don't require to run a business and support themselves or they are not telling you something. If you get a quote from a company with an office and employees you are looking at large costs to produce a custom website. Companies may try to lure you with a low cost template where they will just add your logo, tag line and your content and that's it. They will then offer further customizations at a premium price.
It's fairly easy to see the difference between professionally built websites and home-made ones. The software tools that we use to build websites make our job much easier but are useless in most peoples hands because untrained people will require many months to learn the tool. Plus in my experience you can't avoid having to troubleshoot programming code glitches.
It is not uncommon for the costs of the project to climb throughout the process as the client wishes to modify or add more features as the process is underway.
And most importantly is the relationship with your web designer / host. I acquire much business because of client disatisfaction with their previous web person or host.
